Do you mean EVs only or EVs + PHEVs and perhaps even hybrids? The last one obviously makes a huge difference, given a large amount of 'standard' cars sold new are now at least mild hybrids.

I wouldn’t get too excited (if you are an EV fan) or too upset (if you aren’t) over this news with mild hybrids beings included. This is a fairly cheap way of making a meaningful reduction in the (official) emissions, and therefore the number of mild hybrid cars being offered has absolutely shot up.
