I had the misfortune to visit a large diy store last weekend, parked and walked over to join the very long queue. I would have turned around, walked back to the car and left but my wife insisted in joining the queue. 50 minutes later, we got into the shop. Whilst in the queue, I saw signs stating that the car park is managed by a parking management company and any stay over 2 hours would be subject to a fine. Members of staff were occasionally walking up and down the que, I asked two of them separately if the 2 hour limit was still being enforced and both were unable to give me a definite answer. So, be warned, check how long you have spent in the car park to avoid a nasty surprise in the post. For info, we were 50 minutes in the queue and 40 minutes from entering the shop to returning to the car. In hindsight, not a pleasant experience that I will be repeating anytime soon, I would rather visit the dentist!

Just a thought -- to avoid the tedious queuing in future, could you get what you need at an outfit like Screwfix or Tool Station? I've been doing a few DIY jobs during lockdown and never had to wait more than a few minutes for click-and-collect at our local Screwfix. (No, I have no connection with the company other than being a satisfied customer.)

This has to be one of the worst forms of outsourcing. If the parking company had any other priority than short-term money-making, they would see the (temporary) problem and extend the period.

If there's anyone who enjoys queuing so much that they end up spending more than 2 hours in a place like that, then a polite letter to the parking company explaining the circumstances will probably do it.

Even better - buy online.

You are a trusting soul Avant. I would wager the parking company would insist you pay as their T&C's are clearly displayed. The resort would be a representative of the company you made the purchase with to intervene, having seen the receipt and verified the time in the store. A right pain but better than paying those sharks.

If the issue of Charge Notices depends on a patrol then I think you're probably OK. If however it's automated using ANPR and nobody has the wit/authority to sense check ticket numbers/times before the computer issues invoices then it's going to be trouble.

I suspect the charges will be levied by the retailers' landlords. How receptive will they be if lead tenants complain their customers are being penalised?

As you Bromptonaut. I received a PCN at an Aldi. Long time ago now but it was ANPR monitored with a 90 minute parking time. I only stayed about 15 minutes. Went to see the manager and he examined my receipt and copied it and I heard no more. He did say he was fed up with doing this little exercise. If someone had the wit to examine the camera footage to verify matters it would help. My guess is, as a confirmed cynic when comes to parking companies, that they send them anyway and a lot of fools will just pay up. It is getting to the stage where I am keeping records of visits to these types of car parks, just in case.
