Isn’t it Royal Mail Special Delivery rather than Post Office Special Delivery? I would also be tempted to do a tempted to do a *Track and Trace* of a Special Delivery item via their website to ensure it has been delivered and print the web page which will show who signed for it and when - this would be more useful than a certificate of postage if the matter needs to be taken further as the certificate of postage does not confirm it was received.

Regarding the Prius noise, it's a wheel bearing, often bearings have noisy balls and tracks before they actually fail, get a proper mechanic to feel the bearing, a lot of modern cars wheel bearings whine for some time before failure, and yes I've fixed a Prius wheel bearing! In the past some cars and motorcycles had taper roller bearings in which play was necessary to work.

Given the general level of knowledge of those posing questions here, it might be worth explaining that the movement you refer to means the wheel at 90 degrees to the axis of the hub. Hopefully, virtually all wheels will rotate, which a movement.
