I agree it's not customer-friendly: but sadly it'll be because they don't trust the customers. Possibly they've been stung before by sending parts out and never getting the first one back.
The customer could have put it on Ebay, or even used it on another car.
You cant blame them really, a lot of people may keep the part and say they sent it, but now without proof they will not send a new one until the wrong part is sent back to them, I know an ex TV repair shop owner that had that problem, he stopped sending parts by courier/post in the end because they went missing -mainly the returned items!
