Negotiate away and check condition carefully and make sure you do your own HPI.
A year of not being used is a long time - might be an opportunity to insist on some new brakes etc! Make sure there are no vibrations when moving - could be due to the strorage / tyre condition. A full service should also be included and I'd get the brake fluid changed.
I bought my Superb at 14months old after it had been in the dealer system since it was 6 months old as it was a lease car. They had HPI'd it but I did my own and it threw a security flag which had been put in place to stop it being sold whilst a lease car - easily sorted , however...... The fact it had been in the system for 8 months was a useful negotiating tool as no one wanted a large petrol car in 2015 pre dieselgate! I saved £1000's overall.
