You can allegedly buy an electronic tool to unlock "Locked 13", or take the radio to a Ford dealer.

I don't know the cost of doing either, but it might be preferable to follow the advice already suggested and buy another radio.

Yes, that's correct. You could take your radio to either a Ford main dealer or car audio specialist to have it unlocked. However, the cost of having this work carried out is likely to cost more than buying another unit on Ebay.
