It'll probably be broken flaps in the heater box. I expect the spindle has broken so the motor is turning but the flap which controls the cold/warm air flap doesn't move.

Particularly common on cars with dual climate (i.e. temp controls for left/right).

It's a common C5/407 fault so this is where I'd look first. Plenty of info out there if you Google it.
