Normally 28 days but can be extended if DVLA are slow to respond to request for keepership details.

Paras 8 (2) and (3) cover the point. However 10 (5) appears to allow the authority a second bite at the cherry where a person served with PCN shows he was not the owner at time if infringement.
My guess is that they initially served the previous owner and you are in that situation. If you call the issuing Council while they cannot take an appeal by phone they should be able to tell you whether they're relying on regulation 10(5)
If so probably best to pay up, at least you're not in London where the fine is much higher.
