If this is an auxilluary heater like PSA diesels use it will make the lights flicker, it draws around 100 amps and is controlled by a thermostat so as it switches on an off the lights will vary.

I have two 406's one does it the other doesn't although they both work, it could be that the alternator output is low or there is a poor connection on the battery, or the battery itself may be failing.
