Why won't my Hyundai Santa Fe let me upshift if it thinks we're going too slow?

My Hyundai Santa Fe will not let me change up manually if it thinks we are going to slow. My other Tiptronic auto would let me go into any gear, even at 30mph I could put it in top gears.
