2007 passat handbrake

I have a 2007 Passat with e-handbrake and yesterday I was pulling my boat from the slipway and the handbrake refused to release. Is there a problem with this handbrake when the car is pulling a heavy load?or is it just me it works fine without the boat trailer.any help would be appreciated thanks

Could be the upward angle as well the load.
