Handbrake comes up too high - why?

Why does my handbrake come right up sometimes until I give the footbrake a pump, when it reverts to the normal five notches?

It is indicating that your rear brake pads/shoes are worn (hence the reason to pump the pedal) would suggest that you get the brakes inspected as soon as possible.
