An accident left my car damaged but the other driver won't return my calls - now what?

I had a crash over Christmas, luckily I wasn't at fault. He hit me from behind at a roundabout, causing minor damage to my bumper. We exchanged details and agreed not to claim via insurance, but that he'll pay for my damages. A week later I get a quote from a workshop for £400, however the offender is not returning my calls or text messages. I have his address but it's almost two hours away from where I live (who knows if that's even his real address). I'd rather not go to the insurance company for such a small claim, so what are my other options? I do know his reg plate as I took photos at the incident.
