Why is my Volkswagen Golf III overheating?

I have a problem were my Volkswagen Golf III TDI is overheating. It seems to use a lot of water. I have checked both radiator hoses, and both are hot when the car is idling. I have checked the pipe that leads to the expansion tank. Water is pumping out, so it would seem that the water pump is working. Defective thermostat? Head gasket? Or maybe a blocked radiator, or even an airlock?

Probably a failed coolant temp sensor/sender not switching on the radiator fan. Been there.
