Does the car I want to buy have outstanding finance on it?
The car I want to buy says that the finance register for the car was agreed on the 15/03/2007 and the term of the agreement was 43 months, which would mean there is two months left from today. Does that mean there is outstanding finance on the car?

It might do. So you have to find out which finance company financed it and check with them. If the vendor won't tell you, walk away.
