Where's the fuel pump in my 1998 Volkswagen Golf?

I had the AA man come and recover my 1998 Mk4 Volkswagen Golf, and he whittled the non-starting problem down to a fuel pump. Would you know where the fuel pump is located?

There's one inside the fuel tank and there's another under the floor, driver's side.
