My Ford Focus Powershift diesel only does 40mpg but is quoted at 47-62mpg. Who do I complain to?

I recently bought a Ford Focus Powershift diesel and the garage quoted Ford figures of 47-62mpg. It only ever reaches 40mpg. If I had been told this initially I would never have bought it. I feel I have been misled. How do I register a complaint or take matters further? In reality do you think I should look at outing the car after 12 months or so rather than pursue matters legally?

I got 48mpg out of one, so it's the way you are driving it.
