How do you transfer registration on an ex-Motability car?

When re-registering an ex-Motability car, does the new owner have to go in person to the DVLA office or can someone other than the dealer do it for them?

As far as I know, if you don't get a V5C you follow the usual process using a form V62. Motability is a fleet, so transfer of ownership is relatively normal.
