For the £40k threshold for additional tax on new cars in 2017, is the list price used or the price paid?
I am considering a car with a list price over £40k but which I would expect to be able to buy for cash for less. Clearly the answer may affect my timing.

It's the list price plus accessories, but not the delivery charges. It is not the discounted price. For April 2016 in the UK we are going to see a lot of 'special business edition' cars accessoried up to £39,995 with offers like £10,000 of extras for £5000.
We will probably see the end of £40,000 Audis, BMWs and Mercedes loaded with £20,000 of extras which would cost the company driver's business or a private owner an extra £310 a year 'luxury' tax on top of the £140 a year standard rate.
