Hiring a car in Italy Sept 2016, do I need a certificate from DVLA?

I recall seeing in the Telegraph Cars some correspondence regarding new requirements for car hire abroad, i.e. some sort of certificate?

I will be hiring a car in Italy (Sept 2016), do I need to take this paperwork?

The only reason for this was UK insurers insistence on seeing a driver's record before providing insurance for a hire car. There is no such requirement anywhere else in the world where cars are insured 'any driver' as long as the drivers have licences. But you can get a copy of your driving entitlement and convictions here: www.gov.uk/view-driving-licence
