How can a driver who parks on the roadside forcing traffic over a solid white line be prosecuted?

Recently I asked you whether it was legal for someone to park opposite a solid white line on a main road. I was grateful for your advice which advised me that it was not legal if passing cars have to cross the solid white line whilst passing - thank you. I have a dispute with my neighbour at the moment who insists on parking opposite a solid white line which is in the middle of the road (it runs alongside a broken white line) which evidently is illegal as it causes passing traffic to cross over it. However, I advised the police of this wanting them to take more positive action but, although helpful, seem to struggle to find the necessary legislation to take enforcement action and originally thought it may not be illegal. The police have asked me to ask you where you have found the legislation or if your advice offered is an interpretation. Is there a section of the Road Traffic Act which I can give to them as a definitive answer?

It constitutes an obstruction of the highway because, to pass the parked car, another driver has to cross the white line.
