Recall on Skoda Citigo

My mother no longer drives, but still has her Skoda Citigo, which is subject to a recall. It has been put onto SORN and is kept in her garage. How do we get it to garage for the required update?

You have to pay the Skoda garage to come and collect it on trade plates and trade insurance.

How can I get my car on SORN to a garage for a service? My car has been off the road and I want to sell it, but am reluctant to tax and insure it just to drive to the garage to get it checked over.
I remember reading that you only have to declare SORN if your car was taxed after a certain date. My car was not taxed at this date. Is this correct.
Why does a car on a SORN notice have to be insured, when it is kept in a locked garage?
