Can I sell a car that is currently SORN?

My brother stopped the insurance on a 2012 1.2 VW Golf with low mileage that my 92 year old mother owns and is a main driver of because of her illness to save on the high cost, but now because it has been SORNED it will not be able to be test-driven to sell privately. We think the cost of taxing and starting a new policy without any no claims for my brother short-term may be more expensive than the increased value we may achieve privately over a dealer's price who could come to collect it.

This very much depends on the potential value of the vehicle as a trade-in compared to a private sale. You may be able to obtain some valuations from dealers by providing images and a detailed description of the car, and you could also look at other examples for sale privately to gauge what the potential private sale value would be. You do also have the option of arranging temporary insurance for a month or two which should be relatively inexpensive, and you could tax the vehicle by direct debit so you would only pay for the months that the vehicle was in use before being sold. Calculating this cost against the potential difference in sale price between a private and trade-in should give you an understanding of which approach makes the most sense.
