How can we remove black paint from our 2008 Alfa Romeo 147's bodywork?

Our car 2008 Alfa Romeo 147 has been splashed with what appears to be black paint. I've tried tar remover, white spirits and elbow grease, but nothing seems to shift it. Do you have any ideas, please? I'm told that modern cars use water-based paint, so I'm cautious about using anything that might damage the car's paintwork.

Yes, get it to a body shop. The trouble is, if what you have done has damaged the paint then the only answer may be a repaint.
