Buying a used car - what are my consumer rights?

A friend of mine bought a Volkswagen Tiguan about seven weeks ago. However, yesterday, the infotainment system started experiencing problems. Upon start-up, it would display the 'Welcome to Volkswagen' screen and then do nothing else.

The dealer has said it might be a software update or need a new unit, which will cost £3500. If it is the latter would my friend have a legal / statuary 'leg' to stand on in terms of asking the garage who sold him the car to contribute or even pay for the repair?
