Why is my power steering making a hissing sound?

My Daughter has a 2000 Toyota Yaris with 75,000 miles on it. On full lock, either way, there is a hissing sound. The dealer says this is normal. Would you agree or does something need to be done?

You should never hold a car on full lock anyway because it damages the seals on the ends of the steering rack. You need to check if any PAS fluid is leaking. If it is, the car will fail its MoT.
