What's a suitable car for a learner driver aged 17?

Can you recommend a good car for a learner male driver aged 17? I need one that's cheap to buy and insure, safe, not fast or flashy, but one that doesn't look wildly uncool either? I was assuming we'd go for a 3-year-old model, but whatever will work out best. Is it better for a young person to insure a car, or to do it on their parents' insurance?

Citroen C1, Peugeot 107, Toyota Aygo. All cheap to run, in the lowest insurance group, drive decently and don't look too bad either.
