Volkwagen Up - which wheels are best?

I own a Volkswagen Up and want to put the 165/70 R14 tyres from the 5J x 14 steel wheels (35 offset) onto the BBS (Volkswagen) alloys that are 6 x 14 (offset 38). Will it be safe to do so?

If the wheels fit the hubs without fouling the brakes, then probably okay. But you'll have to watch the rims against kerbs because they will protrude further than the tyres.
