Used Beetle has paint peeling off - should the dealer pay for a respray?

I have a 2005 Volkswagen Beetle, I have owned it for two months, with a three month warranty from the dealer. However, last week I noticed that the rear bumper has had a respray sometime (a bloody horrendous match) and it has started to peel off and flake.

I've been to a local bodyshop and been told that it's happening because of the respray, Should I take it back to the dealer and tell them to sort it under the warranty?
