My Peugeot 106's spark plugs have a bit of water on them - is this due to a failed head gasket?

I have just bought a Peugeot 106 XSI 1.6 8v. It was running a bit rough on low revs so I took the spark plugs out and they seem to have a little bit of water on three of them - do you think it could be the head gasket or is it something else? The car has done 84,000 miles.

Yes, could be failed head gasket.
