Do you have any advice for how to deal with a Parking Charge Notice?

I have received by post, a Parking Charge Notice for parking for two hours on a site jointly used by Aldi and a Travelodge. The permitted time was 90 minutes. Cameras confirmed my entering and leaving times and I would not dispute that I was over the limit as shown on notices in the car park. I have been asked to pay £40 within 14 days and £70 plus "Liability for further charges" if late.

I ask the following questions: 1. Must I pay these charges? Is it legal? 2. If the site is administered for the two facilities so does this make any difference? 3. My car number was used as identification, and the only way the enforcement company could obtain my address is from the DVLA. Is this legal under the Data Protection Act as the DVLA have given out my confidential personal information without my permission? Do I have any claim against the DVLA? 4. Could you advise me as to my best plan of action?

You can pay instead, "a reasonable amout", say £10, "in full and final settlement" and if they want to take the matter further regarding the breach of contract they are accusing you of, offer to see them in court.
