Why do other drivers tailgate me when I drive at the speed limit?

I conscientiously try to stick to the speed limits, but this seems to annoy many drivers who harass me by tailgaiting and making obscene gestures. Can you tell me where I can get one of these licences that will allow me to go at any speed I like, as so many drivers seem to have them?

Any country other than Britain; preferably one from outside the EC. Then, as a 'visitor' you can do what you like, unless the cops actually stop you.

I, along with seven other residents, have a right of way by vehicle over a private road that leads onto an A road. The private road has no speed signage etc. The road is owned by a campsite at the end...
