In the context of automatic speed management, can a driver using this system be charged for speeding?
I heard with incredulity the plans of some crackpots within the EU who want to fit to all new cars and some old cars with a device that automatically cuts your speed down to whatever these little Hitlers decide. My question is: if the driver of a car is not fully in control of the vehicle how can he be legally charged with any subsequent driving offence?

There was a system called Intelligent Speed Adaptation that was trialled in the UK a few years ago and abandoned, partly because of the danger it caused and partly because if a 30mph road crossed a motorway on a bridge, the ISA could slow cars on the motorway to 30mph.
