Is it possible for Skoda Citigo brake discs to warp in 11,000 miles?

My daughter’s 2012 Skoda Citigo recently developed steering wheel judder when braking. She took it to a Skoda dealer who charged her £189 to replace pads and brake discs. The mechanic said that the discs had warped. She has done 11,000 miles in the car but is not a heavy user of the brakes. The car had its first service only weeks ago and for the discs to be described as “warped” so soon after seems a strange outcome. She is concerned that she will be faced with the same charge every year. She contacted Skoda UK but they were not responsive. Have you heard anything similar about Skodas?

This happens with Polos, too. If you live in a hilly area, the warping could be due to staying on the brakes after descending a long hill. What then happens is that the disc cools, but the section of disc clamped by the pads cannot cool at the same rate and the discs can warp.
