Why does the DVLA sell vehicle owner's addresses to private parking enforcement companies?

My wife recently parked in a shopping complex in Saltcoats, Scotland - the total time she was parked was one hour and 43 mins (the time allowed is one hour 30mins, although she was not aware of this). I received a rather unpleasant charge notice from "Parking Eye" to pay £40 now or £70 later. It appears the DVLA helpfully supplied them with the vehicle owner's address. Is there no Data Protection?

The photo proof sent only shows the registration but does not show who was driving the vehicle on either at entry or exit. She has a purchase receipt from a shop in the complex time-stamped five minutes prior to leaving. Any information or advice you could give would be appreciated.

The DVLA sells keeper details to members of the British Parking Association, leaving the BPA to ascertain if its members have 'just cause' to apply for the details. I have been alerting readers to this scandal for around three years. But your charge is only £40. When I stupidly forgot to pay for the car park while picking up the papers last Monday (10 minutes), I got done for £50, or £25 if paid straight away, so I paid.
