Why aren't readable coded chips incorporated into number plates?

As a suggestion could a unique coded chip be incorporated within the number plate that would be read by the camera. It would still mean of course that the car could be cloned if the number plates were stolen. But at least you would know something was going to go wrong.

That was the idea by numberplate manufacturers before the vested interests behind the ANPR system that was adopted managed to get the upper hand by more successful political lobbying.
