Why don't daytime running lights illuminate the rear lights too?

I am very much in favour of car drivers using headlights in poor light, and I use mine all winter except for very sunny days, however I have noticed on many cars using daytime running lights the rear lights are not on when the front driving lights are on. Is this correct, or am I missing the point? I would also like to see the rear of the car.

Daytime running lights are only at the front. So if you switch in darkness on facing a wall and they come on you may think your headlights and tail lights are on when they are not.
