Why can't people clear snow from their windscreens properly?

Over the last few days of treacherous snow and icy conditions, I am amazed and frightened by the number of drivers leaving their homes with the snow and ice still covering their cars, particularly the windows, in some cases just a very small portion of the windscreen cleared and the side and rear windows completely obscured.

There was a photo in the papers of a driver in an Audi with about six inches of snow all over it and just a tiny slit opened in the front screen. This is not only stupid, it is illegal. It took me 15 minutes on the worst morning to brush 10 inches of snow off my car and clear the windows before driving to Heathrow at 6.00am. I guess the neighbours won't have been to happy about a diesel engine idling for 15 minutes, but that was the only way I could do it.
