Insurance for non-UK resident

I would like to arrange short term (two weeks) insurance on my car for my son when he visits from Canada. He has lived in Canada for the last 16 years but still holds a full UK driving licence

Insurance companies seem to refuse to insure a non-UK resident. Is there a solution?
