The turbo on my BMW 1 Series does not function when started in the morning. Yet, when stopped and parked for a while, the turbo performs normally. What's going on?

Have the oil delivery pipework to the turbo replaced. It's probably coked up and only delivering a minimum amount of oil to the turbo. Obviously if the oil itself has not been changed for 10k miles, change that too.
