Registered Keeper issues

I have just this week bought a Volkswagen Golf with 71k miles which was advertised as a one owner car (Volkswagen owned). The logbook V5 also shows just one owner (Volkswagen).

My concern is that the dealer has been using it without registering it for over two years or it has been clocked? During the first two years it clocked up 60K then during year three it did under 2k then in the fourth year it has done 9k.

The mileage inconsistency seems odd for a one owner vehicle.

Should I be concerned?

What is the law re-registering a car? Is it different for dealers?

Too strange. Could have clocked up 60k in 2 years while under the keepership of Volkswagen. But it's 'off' for it to have been run by the dealer for 2 years without being registered to the dealer. If it had not been used and had simply been held in stock, then no need for him to register it. But if it had been used as a courtesy car or as a pool car, then it had to be registered to the dealer as keeper.
