How can I encourage my dealer to replace a smeared windscreen on my Land Rover Freelander?

I have a 2011 Land Rover Freelander XS TD4. Diesel 2,179cc, windscreen marked: Land Rover 43R - 00 1566 ASI M848 DOT459. My Freelander, purchased from new in April this year, has various smears over most areas of my windscreen sandwiched between the two layers of glass. I have approached my local Land Rover dealer in Shrewsbury but he appears to be dragging its heels of getting permission from Jaguar/Land Rover on the decision as to whether the replacement falls under warranty. In the meantime I am driving my car with the hazard of the smear glaring back at me due to the sun being low in the sky. The garage has taken a photograph of the smear, which proved to be difficult, and have sent it and a report to Land Rover/Jaguar and it has been a week with no urgency on either party.

Put your foot down and demand a new screen. The dealer who sold you the car is legally directly liable. It's not your concern whether or not he can get funding from Land Rover.
