Truvelo Speed Cameras - can they do this?

A forwar-facing speed camera gave me a very bright flash straight into my eyes. It quite startling and downright dangerous. Is it legal?

It is on the A5120 Northbound in the village of Westoning (Beds). According to Speedcamerasuk.com it is a Truvelo which is not supposed to emit visible light.

Yes, legal. They have them all over Germany. There's one in the 50 limit on the A1 at Sandy, Bedfordshire.
