Buying a car for new driver

I will be buying my 17 year old son his first car, and some of the small insurable cars just don't look safe - and he is 6ft tall. My budget is around £3500 and am thinking perhaps a 1.2-litre Volkswagen Polo is safest and wondered if you could confirm this or recommend any safer options - would increase budget if necessary.

Best a Citroen C1, Peugeot 107, Toyota Aygo. I know a guy who is 6' 8" and he can drive one. But Polos generally are ok for big people, just not very good quality.
