Should I use foglights in wet weather?

I have recently started to use my front fog lights during wet weather. It seems to reduce the dazzle from oncoming cars and lights up the near verges so that I do not get too close when dazzled. Is this legal?

It makes me feel safer, however, if I forget to switch them off it seems to annoy some other drivers.

Apparently it does cause dazzle to oncoming drivers.
