Starting problems with a Rover 214

I have a Rover 214 SEI which won't start. It pours petrol into bores on cranking, causing the plugs to foul.

So does it start eventually? There could be many things at fault which will stop the engine from starting.
1. So you have a strong spark at the plugs (ie is the ignition system okay)?
2. Air intake/ Vacuum leaks (check all pipes and connections)
3. ECT (engine coolant temp sensor)
4. MAP (manifold absolute pressure sensor)
5. IAC (idle air control valve)
6. The Injectors.
7. ECU (engine control unit)
