Heater issues with a 1999 Passat

I have a 1999 Volkswagen Passat TDI with climate control. When I have been starting this in the morning recently, the LED display flashes with lots of 8s but then does reset after a minute or two, but the blower is not always working. Could this be the blower motor or relay?

Well it could be a number of things. First check fuses F8 and F10 and make sure that they are in good condition (not loose etc) You have a number of relays and also resistors and a Temp switch in this circuit besides the blower motor.
Very difficult to identify which of these may be at fault.

You may need the help of either a diagnostic check or a Auto electrician (Not a mechanic)
