Water ingress into the driver's footwell

My 2002 Honda Accord Executive driver's footwell fills with water. I have removed the pollen filter, but the problem persists.

If you have removed the pollen filter and its cover then there is nothing to stop rainwater draining into the bulkhead vent well draining straight into the car.
