Friction on BMW brakes

I have noticed "rolling resistance/friction" at lower speeds as if the brakes are not fully off. There is also a high frequency "fizzing" sensation through the steering wheel. There is no noise or smell or burning. Car is 2002 and 78,000 miles & serviced when required by programme.

Any thoughts gratefully received, especially as warranty is about to expire.

If this is happening soon after setting off and if the car is not driven significant distances it is probably built up of corrosion on the brake discs.
