BMW turbo problem

BMW 520D 3 yrs 10 mths old 45,000 miles and new turbo. BMW paid for part and I paid labour costs £450. Been a BMW/Mini owner from over 20 years from same garage:1) is this about fair 2) no warnings given until recently - now being told dont move off immediately after starting and let engine run for a while at end of journey, especially after a long run - should this have been spelt out before or advice as a result of problems they are getting ?

All turbos need oil circulating in them before they spin up to 100,000rpm or more, and all should be idled for 30 - 90 seconds after a long ascent, after towing and after a long run on the motorway (particularly in summer). Usually the end of a long run is at low engine speeds through a town and this is enough to circulate oil through the hot turbo bearing while the turbo (relatively) cools down.
